New taxes in Pondicherry

The cash strapped Pondicherry government hit by the recent cyclone is planning to put new taxes on people to fill the empty government coffers. According to reliable resources, this is not going to affect any lower strata person but definitely will affect the higher income people and real estate brokers. The government is planning to divide the area in to urban and rural zones and both areas are again divided in to commercial and housing areas with an additional category of agricultural land coming in the rural category. The vacant plots of land lying in the city will attract taxes (yearly) to the tune of Rs. 200 per sq. met. for the urban commercial land  to Rs. 10 per sq.mt. for the rural housing areas. This is supposed to give a minimum of Rs. 500 crore per year to the government. The government is sure that this will not affect any poor person but it agrees that the land prices may come down immediately. The government also feels that these taxes may be good in the long run because this will promote housing and business activity in the union territory and prevent select number of people holding huge tracts of unutilised land in the union territory and bring down the exorbitant land prices in the city.

The unutilised land in the town is acting as a big menace by preventing proper sanitary measures as the owners of the land are not bothered to keep the land clean and tidy. Most of the people who have these lands are keeping them as investment with the result that the already scarce land in the union territory has become even scarcer. This is preventing any new business or housing activity in the town. The town is already affected by the withdrawal of multiple multinationals from the territory. The government is also planning to give assistance for the construction activity by promoting the housing loans.
